It is to make it more comfortable in the palm of your hand also it denotes the top of the cue, the more expensive ash cues have natural dart like shapes in the grain of the wood so as you look down the cue you can see the darts pointing in the direction you are aiming and nearly always the taper in the butt would be pointing to the sky. Though obviously this makes little difference to a poor cue action.
